The Khorgos Media Convergence Center has launched the column “Action Speaks Louder Than Words: Striving for Excellence,” focusing on four major initiatives: the Year of Optimizing Resource Allocation, the Year of Enhancing the Business Environment, the Year of Strengthening Grassroots Foundations, and the Year of Building Competence and Work Ethic. Through a series of down-to-earth, fresh, and dynamic reports, showcasing the strategies, initiatives, vivid practices, and exploratory experiences of various departments, units, and industries across the district (city) in driving high-quality development. These reports highlight tangible new changes and concrete gains that are visible and felt by the public.
The business environment serves not only as a barometer of regional economic vitality but also as a catalyst for industrial iteration and upgrading. Khorgos has prioritized optimizing its business environment as a breakthrough point for advancing project construction and serving economic development. It is fully committed to resolving prominent issues in project implementation, leveraging a favorable business environment to propel high-quality regional economic and social development.

On August 6, the construction site of Xinjiang Zhengliang Pipe Industry Co., Ltd. in the Southern Industrial Park of Khorgos was bustling with activity as workers installed and commissioned production equipment. The project, developed in two phases, will introduce 10 production lines specializing in manufacturing modern specialized pipelines for oil and gas extraction, plumbing fittings, and other metal and plastic building materials.
Zheng Zhiyong, head of Xinjiang Zhengliang Pipe Industry Co., Ltd., stated: “According to our schedule, equipment installation will be largely completed by the end of this month, and the main building inspection will also be finalized. We aim to commence trial production next month. Once the project reaches full capacity, it will create local employment opportunities. Given the global competitiveness of our products, we project an annual output value of approximately 200 million yuan and tax contributions of around 20 million yuan for the first phase.”

In response to the urgent demand for steam supply on corporate production lines, the Administration Committee of the Southern Industrial Park in Khorgos acted swiftly. Led by the Park's Enterprise Service Center, it collaborated with the Housing and Urban-Rural Development Bureau, planning and design units, and steam pipeline installation companies to establish a one-stop service team. This team conducted on-site surveys of the factory terrain to tailor customized solutions for enterprises, ensuring the stability and efficiency of steam supply.
Zheng Zhiyong remarked, “From preliminary negotiations to final implementation and throughout the entire construction process, all departments in Khorgos provided tremendous care and support. It truly was full-lifecycle, round-the-clock service, enabling the project to progress quite smoothly.”
Shu Wenyu, head of the Enterprise Service Center at the Khorgos Southern Industrial Park, stated, "A stable and reliable supply of production factors is crucial for enterprises to operate with peace of mind and maximize their production capacity. To this end, the park has established a comprehensive, person-to-person liaison service system. Each liaison officer provides dedicated support to several enterprises, routinely engaging at the front lines of production and construction to coordinate solutions for bottlenecks and challenges in water, electricity, gas, heating, steam, labor, financing, and other areas. Detailed issue ledgers are maintained, implementing list-based management, dynamic tracking, and closure-based resolution to ensure every matter receives a response and every issue is addressed."
"To continuously optimize the business environment, we have leveraged mechanisms like ‘one-on-one’ liaison services and the ‘Together for Enterprise’ complaint-handling system. These efforts have cumulatively resolved 45 difficulties faced by enterprises, including issues with raw materials, water supply, electricity, and labor, while facilitating employment for over 200 workers. From January to July this year, the city is projected to achieve an industrial output value of 11.5 billion yuan for enterprises above designated size, maintaining rapid growth in the industrial economy and contributing to the high-quality development of the prefecture's economy," said Liu Yang, Deputy Director of the Industrial and Information Technology Bureau of Khorgos City.
